Executive Summary
- Mesh modems will be used on more high-impact Russian drones, including variants of Geran-5, Gerbera and Molniya UAVs. This will extend the operational range of these platforms for deeper, layered strikes as Ukraine likely calibrates its EW systems and scales deployment of tactical radars.
- Mixed formations are replacing single-drone effects to pressure the defender into spending more resources, create redundancy and ensure mission continuity. Strike packages will likely continue to become more heterogeneous, layered, and adaptive.
- Russia's emerging strike tactics, including lower-altitude approaches by OWAs, shorter spacing between packages, intermittent small-batch jet-drone attacks, and 'double-tapping', indicate that tactics are increasingly designed around how Ukrainian air defence reacts.
- Control-link survivability and on-board autonomous modules are expected to shape tactical FPV drone combat in the coming months. More FPVs are now being designed around communications redundancy, spectrum diversity and reduced dependence on a single control architecture
- EW will evolve into an airborne, networked and selective contest. Russia is equipping its OWA, decoy and ISR drones with a range of on-board EW modules to defeat Ukrainian interceptors.
- Frequency hopping, modulation changes, specialized antennas and targeted suppression will likely become more important as broadband jamming becomes less efficient against diverse control architectures.
- Russia is expected to scale production of mobile anti-Starlink jammers for forward deployment, even as it explores alternative satellite connectivity channels for its middle and deep-strike drones.
- Modularity is now a core design requirement across domains, and is determining the real tactical value of individual platforms. The useful life of a drone will depend more on how quickly it can accept new modules than anything else.
Forward Tempo: Control links are becoming contested subsystems
The fight over drone control links is becoming a direct contest between transmitter power, antenna design, modulation, redundancy and EW range.

Russian FPVs are increasingly using dual-command receiver configurations, with two independent receivers operating on different frequency bands.
Antennas with different polarisations are also being used. Wideband antennas covering several frequency ranges have appeared, alongside non-standard LoRa modulation, duplicated communications channels and high-power signal amplifiers.
